When you cast Run Out of Town, you choose a nonland permanent your opponent controls, and they must place it either on the top or the bottom of their library. This can be a powerful way to temporarily remove a threat from the battlefield, especially if you suspect they won't be able to draw it again soon—putting it on the bottom can delay their access to it for a while. However, its cost is relatively high for an instant, and if your opponent places the card on top, they can draw it on their next turn, which might not be as effective as you'd hoped.
