Rooftop Nuisance allows you to tap down an opponent's creature, preventing it from untapping during their next turn, which can disrupt their plans significantly. Additionally, if you sacrifice a creature with power 1 or greater while casting it, you create a copy of the spell, letting you tap another creature and draw an extra card. This card is particularly useful in control decks where you want to stall your opponent's threats while also gaining card advantage; however, it does require you to have a small creature available to sacrifice, which can be a downside if your board state is weak.
