When it deals combat damage to a player, you can quickly deploy an artifact card from your hand with a mana value equal to or less than the damage dealt, making it great for ramping into powerful artifacts or helping you establish board presence. You'd want to play Covert Technician in a deck that focuses on evasive creatures and combat tricks, as it rewards you for getting damage through and can help you accelerate your game plan.
